Mix the base: In a bowl, combine cream cheese, refried beans, taco seasoning, and 1/2 cup of the salsa. Stir until smooth and evenly combined.
Spread and top: Transfer the mixture to the baking dish and smooth the top. Spoon the remaining 1/2 cup salsa over the surface, then sprinkle the shredded cheese evenly on top.
Bake: Bake for 15–20 minutes, until the edges are bubbling and the cheese is melted and lightly browned.
Rest and garnish: Let the dip sit for 5 minutes to thicken slightly.
Garnish with sliced jalapeños, cilantro, or green onions if you like.
